  9. FCC has proposed establishing a compliance policy for amateur
  10. stations participating in automatic message forwarding systems to
  11. hold the licensee of the station originating a message and the
  12. licensee of the first forwarding station primarily accountable for
  13. the content of the communications.

  15. Because message screening is difficult with these high speed,
  16. digital technology, automated systems and screening at each station
  17. in these systems diminishes the advantage of high speed data
  18. transfer, FCC proposed licensees of stations that only retransmit
  19. messages within a high speed message forwarding system would not be
  20. held accountable for communications they forward or their stations
  21. retransmit unwittingly.

  23. This is a breaking story, so text of the actual Notice of Proposed
  24. Rule Making, NPRM FCC 93-153, is not yet available.  As of press
  25. time the comments deadline is not yet known.  Stay tuned to W1AW for
